According to Isslaam, the religion of Allaah, there is the Believer and the Musslim as opposed to the disbeliever and the non-Musslim.
That is why We (Allaah) decreed for the Children of Israel that whosoever kills a human being, except (as punishment) for murder or for spreading corruption in the land, it shall be like killing all humanity; and whosoever saves a life, saves the entire human race. Our apostles brought clear proofs to them; but even after that most of them committed excesses in the land.

Like the term "terrorist", the term "radical" has a selected definition by the various parties involved in the discussion. Even within the same bloc, disputing parties use the terms "terrorist" or "radical" to call each other.
Soon after 9/11, the US, West & Allies waged a crusade against Isslaam. To ensure participation by some Musslim countries, the name was changed to the "War On Terror", considering Isslaam as a religion of terror, and Musslims as terrorists.
In the present case, the term "Islamic" is part of the names of the Islamic Republic of Iran, the Islamic Resistance Movement (Hamas), and the Islamic Jihaad, who are supposed to have good/normal/neutral relations with Russia.
In this connection, it is very important to recognize that Isslaam is not the Musslim countries or Musslim individuals.

Ibn ‘Abbas reported the Apostle of Allaah as saying on the day of the conquest of Makkah:
There is no emigration after the conquest (of Makkah), but only Jihaad (striving in the path of Allaah) and some intention.
So when you are summoned (by the common Caliph of Musslims) to go forth (for Jihad), go forth.

During the Arab Spring, IS controlled parts of Syria. IS claimed control of Musslim Syrian territories after having declared Syrian President a disbeliever (non-Musslim)! IS massacred Musslims even if they professed the ‘Shahaadah’ to establish their status of belief in Allaah.

The Messenger of Allaah sent a military expedition to Khath'am. So some people (living there) sought safety by prostrating, but they were met quickly and killed. News of this reached the Prophet upon which he commanded that they be given half of the 'Aql (blood money). And he said: "I DISOWN EVERY MUSSLIM WHO LIVES AMONG THE IDOLATERS." Some people said: "O Messenger of Allaah: How is that?" He said: "They should not see each other's campfires."
It should be noted that in true Isslaam the adjectives "radical" and "Islamic" do not exist. According to Isslaam, the religion of Allaah, there is the individual “Believer in Allaah” and the “Musslim” as opposed to the individual “disbeliever” and the “non-Musslim”.
Radical and terrorist groups like IS (ISIS) do not belong to Isslaam. They are called "Al-Khawaarij" (Dogs of The Fire). They lived throughout the region's history after Prophet Muhammad. Al-Khawaarij are responsible for the assassination of two of the four Caliphs: Othmaan, and Aliy.
The first encounter by Al-Khawaarij was against Prophet Muhammad:
“… then a man with sunken eyes, a bulging forehead, a thick beard and a shaven head came and said: 'O Muhammad, fear Allaah!' The Prophet said: 'Who will obey Allaah if I do not? He (Allaah) trusts me with the people of this Earth whilw you do not trust me.' A man among the Companions asked for permission to kill that man, but The Prophet did not let him do that. When (the man) went away, The Prophet said: 'Among the offspring of this man there will be people who will recite The Quraan but it will not go beyond their throats, and they will go out of Isslaam like an arrow that goes through the target. They will kill the Muslims and leave the idol-worshipers alone.
Narrator said: "I heard the Messenger of Allaah say: 'By the end of time there will appear young people with foolish minds. Their faith will not pass through their throats, and they will go out of Isslaam as an arrow goes through the target. If you meet them, then kill them, for killing them will bring reward to the one who killed them on the Day of Resurrection.'"
