Soon after 9/11, the US, West & Allies waged a crusade against Isslaam. To ensure participation by some Musslim countries, the name was changed to the "War On Terror", considering Isslaam as a religion of terror, and Musslims as terrorists.
In the present case, the term "Islamic" is part of the names of the Islamic Republic of Iran, the Islamic Resistance Movement (Hamas), and the Islamic Jihaad, who are supposed to have good/normal/neutral relations with Russia.

News of this reached the Prophet upon which he commanded that they be given half of the 'Aql (blood money). And he said: "I DISOWN EVERY MUSSLIM WHO LIVES AMONG THE IDOLATERS." Some people said: "O Messenger of Allaah: How is that?" He said: "They should not see each other's campfires."
